Un jugador es el Escuadrón Bluefin, una compañía de tiburones y sus amigos dentudos que mantienen el orden a cañonazos y espadazos. Otro jugador es el Sindicato de Moluscos, una alianza de criaturas submarinas y sus camaradas que luchan por recuperar su hogar ancestral. Con más participantes, algunos jugadores son Contrabandistas, capitanes rebeldes que rompen bloqueos para entregar cargamento a quienes más lo necesitan… o tienen más monedas.
